Right To Information (RTI)

What is RTI?
RTI stands for Right to Information as a fundamental right of citizens of Pakistan acknowledged under Article 19/A of the Constitution. The Punjab Transparency & Right to Information Act 2013 and RTI Rules 2014 provides detailed procedure for citizens to file RTI Application to Public Information Officers (PIOs) and to assail the orders of PIOs before Punjab Information Commission. A citizen in exercise of RTI can have access to information in all matters of public importance subject to regulation and reasonable restrictions imposed by law.

What are benefits of RTI?
•    RTI provides an opportunity to citizens to comment on public services and performance of public bodies.
•    It develops public opinion about public services and functions of public bodies necessary for democracy.
•    It helps the authorities to identify gaps and lapses in governance.
•    It contributes to improve public services.
•    It ensures efficient and corruption free public services.
•    It makes public functionaries / bodies responsible to citizens.

Vision of Deputy Commissioner Chiniot?
Deputy Commissioner Chiniot considers RTI as an enabler law which facilitates citizens to avail the public services in a better manner. He also considers RTI as a tool of accountability by citizens which ultimately leads to an informed society. He also believes that maximum disclosures and transparency makes his office and public services credible in public eye.

Citizens are also advised to visit RTI Punjab Commission website and fill the online application form to directly submit the application to Commission.

Deputy Commissioner
Functions of Deputy Commissioner Office
•    Monitoring and Supervision of Revenue Administration as Collector
•    As representative of the Government at the District Level and in the discharge of his duties/ functions will be responsible to the Provincial Government through the Commissioner

Responsibilities
•    To supervise and monitor the discharge of duties by the Assistant Commissioners in the district

•    To supervise and coordinate the implementation of the government policies, instructions and guidelines
•    To support and facilitate the offices and public facilities in the district
•    The Deputy Commissioner on his/her own, or on the request of the head of a local government or head of the District Police, may convene a meeting for purposes of maintaining public order and public safety and safeguarding public or private properties in the District; and, the decisions taken in the meeting shall be executed by all concerned accordingly.

CEO District Education Authority
Job Description
•    The CEO is the Principle Accounting Officer and the Chief Operating Officer of the District Education Authority
•    He will perform such other functions assigned to him in the Act, the rules or as the Authority may delegate or as the Government may assign to him
•    He will prepare and circulate agenda of the meetings of the District Education Authority and maintain or cause to be maintained the record of the meetings, including the minutes of each meeting of DEA. He shall also be responsible to conduct the meetings of the Authority
•    He shall be the official head of Education Offices in the District and be responsible for their efficient administration and discipline and for the proper conduct of business assigned to these offices
•    He will be responsible to the D.C. for proper conduct of business of the District Education Offices and keep him informed about the working of these offices
•    He will implement the Education Policy of the Provincial Government
•    He will convey the instructions of the Government to the subordinate offices and to the institutions, and to see that they are fully carried out
•    Providing all sorts of data with regard to the schools to the higher authorities
•    He shall exercise administrative control over the officers/ officials work within his jurisdiction

CEO District Health Authority
Functions
The Chief Executive Officer, District Health Authority shall:
•    Exercise its powers as executive head of the Authority

•    Implement standards and policies fixed by the Government
